The paltry increases, which even came in trickles under Executive Order 201, have already been eroded since they were applied in 2016, <\/span><span style=\"color: #353535;\">said the group<\/span><span style=\"color: #353535;\">.<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: Georgia, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">In a media forum, IBON executive editor and research head Rosario Bella Guzman said that t<\/span><span style=\"color: #353535;\">he steep acceleration of the inflation rate beginning in 2018 to reach a <\/span><span style=\"color: #353535;\">nine-year<\/span><span style=\"color: #353535;\">-high this October <\/span><span style=\"color: #353535;\">was <\/span><span style=\"color: #353535;\">aggravated <\/span><span style=\"color: #353535;\">the Duterte government\u2019s imposition of consumption taxes under the <\/span><span style=\"color: #353535;\">Tax Reform for Acceleration and Inclusion <\/span><span style=\"color: #353535;\">(TRAIN)<\/span><span style=\"color: #353535;\">. \u201cThis <\/span><span style=\"color: #353535;\">has hastened the erosion of the salaries of teachers and non-academic personnel,\u201d <\/span><span style=\"color: #353535;\">she said.<\/span><span style=\"color: #353535;\"> As a result, the real value of salaries of Teacher 3 (SG13-Php24,224) has increased <\/span><span style=\"color: #353535;\">only <\/span><span style=\"color: #353535;\">by a negligible 1.5% since the annual 4.2% tranches <\/span><span style=\"color: #353535;\">of increases <\/span><span style=\"color: #353535;\">were applied. <\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">Guzman added that <\/span><span style=\"color: #353535;\">the real value of salaries of Teacher 2 (SG12-Php22,149) has already declined by Php47 since the annual 3.6% salary increases, and by Php423 for Teacher 1 (SG11-Php20,179) since the beginning of 2016. \u201c<\/span><span style=\"color: #353535;\">That is<\/span><span style=\"color: #353535;\"> despite three tranches averaging 2.8% for them,\u201d <\/span><span style=\"color: #353535;\">Guzman said. \u201c<\/span><span style=\"color: #353535;\">The non-academic employees under SG1 (Php9,660), <\/span><span style=\"color: #353535;\">meanwhile, <\/span><span style=\"color: #353535;\">have lost Php322 off their purchasing capacity.\u201d<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">The weakening of the teachers\u2019 purchasing power hastened under TRAIN when the average inflation rate from January to October this year <\/span><span style=\"color: #353535;\">was <\/span><span style=\"color: #353535;\">5.12%, as compared with 1.3% in 2016 and 2.9% in 2017, <\/span><span style=\"color: #353535;\">noted Guzman<\/span><span style=\"color: #353535;\">. <\/span><span style=\"color: #353535;\">She said that l<\/span><span style=\"color: #353535;\">ower real values referenced to 2016 have taken effect in 2018 \u2013 by October for Teacher 2, June for Teacher 1, and as early as March for the non-academic employees. \u201cWith the unabated inflation, it won\u2019t be long for Teacher 3\u2019s purchasing power to decline as well,\u201d <\/span><span style=\"color: #353535;\">Guzman warned.<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">She further explained that <\/span><span style=\"color: #353535;\">In the first 10 months of the year so far, a teacher earning <\/span><span style=\"color: #353535;\">a <\/span><span style=\"color: #353535;\">monthly income of either Php20,179 (SG11) and Php21,387 (SG12) has lost between Php5,529 and Php6,746 due to TRAIN. SG1 personnel have spent around Php3,000 pesos more.<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">Teachers\u2019 salaries fall short of the family living wage of around Php23,579 for a family of five, <\/span><span style=\"color: #353535;\">Guzman said, <\/span><span style=\"color: #353535;\">which should be the level of SG1 for government employees. <\/span><span style=\"color: #353535;\">She added:<\/span><span style=\"color: #353535;\"> \u201cTheir purchasing power has not only been vastly eroded by an anti-poor, extremely regressive and unjust tax reform program by the Duterte government, but they are to begin with, grossly underpaid.\u201d<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">Guzman said that t<\/span><span style=\"color: #353535;\">he Duterte administration can correct this injustice, being the biggest employer. <\/span><span style=\"color: #353535;\">However, said Guzman,<\/span> <span style=\"color: #353535;\">the government is not only <\/span><span style=\"color: #353535;\">being stubborn on repealing the TRAIN or even simply suspending <\/span><span style=\"color: #353535;\">current <\/span><span style=\"color: #353535;\">fuel taxes. <\/span><span style=\"color: #353535;\">It has<\/span><span style=\"color: #353535;\"> large increases in the budget for 2019 <\/span><span style=\"color: #353535;\">which <\/span><span style=\"color: #353535;\">are in infrastructure and the military (26% more for DPWH, 89% for DOTr, 34% more for DND, and 30% more for PNP), while there will be 2.2% less for social welfare, 26% less for health, only 13% more for DepEd and 2.2% more for SUCs, <\/span><span style=\"color: #353535;\">Guzman noted<\/span><span style=\"color: #353535;\">. For 2019, the Duterte government is not granting a single centavo-salary increase to education workers after it increased 100% the salaries of police personnel. \u201cObviously, the education workers are not the Duterte administration\u2019s priorities,\u201d <\/span><span style=\"color: #353535;\">said Guzman.<\/span><\/span><\/span><\/p>\n<p class=\"western\"><span style=\"font-family: DejaVu\\ Sans\\ Condensed, sans-serif;\"><span style=\"font-size: normal;\"><span style=\"color: #353535;\">A substantial salary increase should be an urgent measure in light of the people\u2019s increasing difficulty, <\/span><span style=\"color: #353535;\">Guzman stressed.<\/span><span style=\"color: #353535;\"> \u201cThe Duterte administration can very well accomplish this if only it would be more decisive for the education workers,\u201d <\/span><span style=\"color: #353535;\">she concluded.<\/span> <\/span><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>The salaries of education workers are being battered by unprecedented rising prices, research group IBON said.
