2022 budget stalls recovery, worsens inequality

Government’s proposed 2022 national budget is the second budget in a row that fails to respond to the pandemic. The Duterte administration is not spending enough on economic stimulus, health, ayuda, and small businesses which are the most important things to recover quickly and stop worsening deprivation. The economic managers’ misguided fiscal conservatism is counterproductive and needs urgent correction.

The Duterte administration can use revenue generated by its regressive TRAIN law to fund emergency cash assistance. TRAIN’s new taxes increased the prices for goods and services consumed by the majority poor Filipinos even amid the pandemic and the revenues can be used productively while the law remains.

The latest labor force survey (LFS) shows how far away the economy is from recovering without real fiscal stimulus. Job generation is hollow with a bloating informal sector and huge contraction in full-time work. These will worsen with the looming ECQ which will push millions of Filipinos into deeper economic distress.

Concerned groups and advocates held a forum to review and discuss the Philippine government’s progress in meeting by 2030 Sustainable Development Goals 1 and 10 on eradicating extreme poverty and reducing inequality. But the SDGs will not be achieved in the country as long as the government refuses to adopt progressive policies that bring about real development and pushes neoliberal policies that benefit the few.
Jobs crisis continues, informal work worsens

Latest labor force figures show that millions of Filipinos are still struggling to find work or turning more and more to informal jobs and self-employment to survive. Substantial ayuda is urgently needed and Congress should hold a special session to ensure the immediate allocation and distribution of funds for emergency aid.

Latest labor force data confirm that the jobs situation is still much worse than before the pandemic. Government’s over-reliance on destructive lockdowns to contain the coronavirus is ineffective and only causes unnecessary economic distress for tens of millions of Filipinos. At the very least, immediately providing substantial ayuda grows more urgent by the day.
