Challenges: whom do policy and infrastructure benefit?

The Philippines has enough renewable energy resources to produce much more clean electricity. But having abundant natural resources does not automatically mean that everyone benefits from them. Much depends on government policies and who is allowed to invest in and control energy projects.

Current policies mainly encourage private and foreign investment in renewable energy. While this has increased the number of renewable energy projects, questions remain about whether these policies are making electricity more affordable, improving energy security, and helping ordinary Filipinos.

As more renewable energy projects are built on farms, coastal areas, forests, and ancestral lands, many communities are also asking who really benefits from these projects and who bears the costs. Understanding the Philippine energy sector therefore means looking not only at how much renewable energy is being built, but also at who owns it, who profits from it, and whether it truly serves the public.
